Your "Proposal on Supporting the Proposals for the Digital Health Care Industry" has been received. As a co-organizer, our bureau, after research, now combines the functions of our bureau, and responds to your valuable comments as follows:
The Fifth Plenary Session of the 19th Central Committee will actively respond to the rise of population aging as a national strategy. Promoting the development of the digital health care industry is a positive measure to promote the coordinated development of the elderly care industry and the elderly care industry. In recent years, the Municipal Development Bureau of Traditional Chinese Medicine has actively played the role of Chinese medicine in health and wellness, and mainly carried out the following tasks:
1. Develop traditional Chinese medicine health care services
Jointly issued documents with the Municipal Health Commission, the Civil Affairs Bureau, and the Municipal Market Supervision Bureau to support the establishment of medical institutions for elderly care institutions, support for the establishment of elderly care institutions by medical institutions, support the establishment of new medical and elderly care institutions, and extensively publicize laws, regulations and policies related to medical care and elderly care. Further optimize the approval process and environment, and enjoy relevant supporting policies and measures for qualified ones.
Incorporate the development of traditional Chinese medicine health and elderly care services into the "Thirteenth Five-Year Development Plan of Nanyang Traditional Chinese Medicine", encourage TCM hospitals and senior care institutions above the second level to carry out counterpart support, cooperation and joint construction, through the construction of medical and elderly consortiums and other methods , Integrate medical, rehabilitation, elderly care and nursing resources. Traditional Chinese medicine medical institutions cooperate with elderly care institutions to establish fast green channels for consultations, and encourage Chinese medicine practitioners to provide Chinese medical diagnosis and treatment, health care and other services in elderly care institutions. Support TCM medical institutions to extend TCM services to communities and families, and provide services such as health checkups and health consultations.
2. Promote the construction of Zhang Zhongjing Healthy City
In 2017, the Municipal Party Committee and the Municipal Government made a major decision to build a "Holy Land of Traditional Chinese Medicine, City of Health Preservation" and the construction of Zhang Zhongjing Health City, which was listed as the city's nine major special deployments. At present, the spatial layout of Zhongjing Health City has been constructed: through "one core, three parks, and multiple pivots", the central urban area will be commanded, the cluster area will be coordinated, and the entire region will be supported by multiple points, forming a core rising and radiating extension of the Zhongjing Health City space Layout system.
The first is to develop the production industry of traditional Chinese medicine and build a nationally renowned Chinese medicine service city. Highlight the characteristics of Nanyang traditional Chinese medicine, vigorously develop the production industry of traditional Chinese medicine, and encourage social capital to build a health-preserving town and an ecological park featuring health-preserving health. Give full play to the leading role of traditional Chinese medicine in "preventive treatment", actively promote suitable Chinese medicine techniques, popularize traditional Chinese medicine exercises such as Tai Chi, Health Qigong, and Daoyin, and carry out medicated diet therapy. Standardize TCM health care services and enrich TCM health examination services. At present, Zhongjing Health Town in Xixia County has been completed, Nanyang Yahe Yuncheng Forest Health and Health Complex is under construction, Longwanggou Health and Health Town in Nanyang City, Zishan Lancheng Yiyang Town in Wolong District, project-phase controlled detailed planning, etc. The collection is complete.
The second is to develop traditional Chinese medicine rehabilitation and elderly care services, and promote the integrated development of medical and nursing care. Vigorously promote the construction of the Chinese medicine rehabilitation service system, promote the professionalization and socialization of Chinese medicine rehabilitation services, and encourage the society to organize rehabilitation nursing institutions such as Chinese medicine rehabilitation nursing, elderly nursing, and home nursing. Actively carry out traditional Chinese medicine health care conditioning services in elderly care services, provide traditional Chinese medicine support for healthy elderly care, and build Nanyang traditional Chinese medicine health care service brand. Establish a four-in-one medical care integration model of "medical care, nursing care, leisure, and health preservation", and promote the sharing of medical and elderly care resources. Vigorously develop a combination of middle and high-end medical care, relying on the spatial layout of Zhang Zhongjing Health City, develop and construct a beautiful environment, high-end taste, complete functions, complete services, and culturally unique ecological and livable clusters of health and elderly care. At present, the civil engineering of Tongbai Yingshanhong Health and Elderly Care Production Demonstration Park has been completed, with an investment of 100 million yuan. The Sheqi County Urban and Rural Health and Elderly Service Center Project has completed an investment of 2 million yuan, and the first floor of the Kangyang Building has been out of the ground.
3. Strengthen the popularization of Chinese medicine health knowledge
Carry out the six actions of Chinese medicine health culture: "Entering the community, entering the campus, entering the family, entering the office, entering the enterprise, entering the village". With the theme of "Aiman Dragon Boat Festival, Health Accompanied", the 2021 World Aixiang (China. Nanyang) Ai Culture Series Launching Ceremony was held in the Medical Sacred Shrine, and the "Traditional Chinese Medicine Law" was launched in the city to popularize traditional Chinese medicine moxibustion. A series of rich and colorful Chinese medicine health culture education activities to promote health knowledge, promote wormwood health products, and promote traditional Chinese culture. At the activity sites in various counties and districts, health consultations (free consultations) entered the communities and families, sending knowledge of Chinese medicine popularization to thousands of households.
Efforts were made to build the cultural platform of the "Zhongjing Lecture Hall", and the lectures have been given in 7 counties and districts including Fangcheng, Tanghe and Dengzhou. Invite industry experts such as cultural tour experts and the “Top Ten Masters of Chinese Medicine” to inform the public and industry staff about the scientific knowledge and popular science methods and techniques of Chinese medicine and Chinese medicine and Zhongjing’s health culture through popular and vivid language. In-depth understanding of Chinese medicine, believe in Chinese medicine, use Chinese medicine, benefit from Chinese medicine, inherit the essence of Chinese medicine, maintain integrity and innovate and develop, and benefit people's health.
On August 16, the municipal party committee and the municipal government issued the "Several Measures for Promoting the Inheritance and Innovative Development of Traditional Chinese Medicine in Nanyang City." In the next step, our bureau will promote the development of the digital health care industry from the following aspects in accordance with the requirements of the document:
The first is to promote the "Internet + Chinese Medicine Health Service". Accelerate the construction and application of TCM 5G information, and integrate TCM healthcare, health preservation, health care, rehabilitation, healthy elderly care, TCM culture, health tourism, and other TCM health services with the Internet to achieve personalization, convenience, sharing, and precision Smart and intelligent Chinese medicine health services. Explore the establishment of smart Chinese medicine hospitals, Internet Chinese medicine hospitals, and smart Chinese pharmacies. Explore the implementation of smart medical care, establish smart distribution centers in Chinese medicine hospitals, and encourage the development of services such as free distribution of Chinese medicine decoctions in urban areas. Establish an Internet TCM training and TCM "preventive treatment" health management platform, and promote the application of the Internet basic-level TCM auxiliary diagnosis and treatment system.
The second is to build Zhang Zhongjing Health City. With the goal of creating a "Holy Land of Traditional Chinese Medicine and a City of Health Preservation", we will build a "Zhang Zhongjing Healthy City" led by Zhongjing culture, supported by the Chinese medicine health industry, and integrated development of industry and city. In the areas of Zishan, Qilin Lake and Yahe, the "Zhang Zhongjing Health and Wellness Garden" will be built to build the first choice of health tourism destinations in the Central Plains with prominent elements of traditional Chinese medicine, suitable for living, breeding and traveling. Build the "Zhang Zhongjing Health Industrial Park" in the city's urban-rural integration demonstration zone and high-tech zone, and build the "Silicon Valley" of the Chinese medicine industry that integrates medicine research and development, education, training, cultural exchanges, and Chinese herbal medicine logistics bases. With counties (cities, districts) as fulcrums, vigorously develop traditional Chinese medicine health care industry. By 2025, all counties (cities, districts) will combine the advantages of local TCM resources to build 1-2 towns with TCM characteristics, and build 2-3 landmark TCM projects that can represent local characteristics.
The third is to vigorously develop the integration of traditional Chinese medicine with medical care. Develop traditional Chinese medicine for the elderly, integrate medical resources, support traditional Chinese medical institutions to set up beds for rehabilitation, nursing, and tranquillity, and support beds for the elderly; support social forces to organize integrated traditional Chinese medicine and medical care institutions with different business natures; set up a level below level for elderly care institutions TCM medical institutions implement record management and enjoy support policies as required; TCM medical institutions that meet the requirements for setting up elderly care institutions enjoy the same construction subsidies, operating subsidies and preferential support policies as other elderly care institutions. Support elderly care institutions to develop traditional Chinese medicine services, promote appropriate technologies for traditional Chinese medicine, and build a batch of demonstration bases for the integration of traditional Chinese medicine with medical care and community elderly service centers. Support the development of a mid-to-high-end medical and nursing care system, and develop and construct an ecologically livable agglomeration area with a beautiful environment, high-end taste, complete functions, complete services, and unique culture.
